Not, not everyone does.
Once your depression is over, reducing citalopram and coming off it is fairly for most people.
In my case, citalopram didn't work for me so I am being switched to a different medication and so the crossover is a bit tough as I get withdrawal + side effects of new meds + it takes a while for the new meds to kick in!! It's bearable but a bit of a pain. The crossover's been alright overall just the last stage of it, I had to stop citalopram without venlafaxin being increased to compensate so I was told to expect a little bit of turbulence as your neurons need to get used to all the changes.
Everyone is different though and not everyone gets withdrawal.

Well, it is different when you come off medication when you don't need it. It is easy then.
I think in my case it's because the depression is still there that it is making it tough.
